For NRUNO, "without VPS" means you do not need a separate VPS just to run the NRUNO routing layer. Your personal webhook URL and signal processing are hosted by NRUNO.
Your final cTrader execution environment still has to be available and correctly configured. Broker conditions, platform availability and internet connectivity can affect execution.
